Balouchistan Midweek Report

A report from Zahedan indicates that on Monday, March 31, 2025, anti-riot police and national security forces patrolled the streets of Zahedan, and Iranian security forces manoeuvred throughout the city.

On Tuesday, April 1, 2025, a military helicopter patrolled the skies over Saravan, a city in Balouchistan. Local sources reported hearing gunfire from within the IRGC headquarters in the Bakhshan area of Saravan. The reason for the helicopter’s patrol over big towns in Balouchistan is currently unknown, and the context of the military movements remains unclear.

On Monday, March 31, 2025, during the Eid al-Fitr prayer ceremony in the Chabahar praying ground, a Balouch citizen interrupted a speech by Mohammad Anwar Bejarzahi, the representative of Chabahar, Dashtiari, Kanarak, Nikshahr, Qasrqand, and surrounding areas in the Iranian parliament, accusing him of being a “liar.”

The protest occurred during Bejarzahi’s remarks, during which he claimed that the plan to register people’s land documents would resume after a temporary halt and that the Housing Foundation Authority would soon provide land ownership documents to the people.

In response, the protester shouted, “Don’t lie to the people. None of us in Chabahar, Dashtiari, or the surrounding areas have had the chance to document our land. Government institutions have nationalized our lands and are destroying people’s homes.”

The Makran beach development project has seen the government confiscate Balouch land, effectively nationalizing properties. This protester underscores the Balouch people’s despair and dissatisfaction regarding land confiscation in the context of government development plans, including the Makran plan. Protesters argue that these initiatives have led to homelessness, property discrimination, and the disenfranchisement of local people from their ancestral lands.

In his speech, Mohammad Anwar Bejarzahi reiterated that the Housing Foundation Authority had not discontinued the land document registration plan and that it would resume soon. However, authorities have made such promises for years with no result.

On Monday, April 1, 2025, during the Eid al-Fitr prayer in Khash, the Islamic Revolutionary Guard Corps (IRGC) positioned its security forces offensively before the prayer ground, creating a significant security presence.

According to local sources, IRGC armed forces were stationed on the embankments near the prayer hall and in the streets leading to it, with machine guns placed in visible positions. This deployment coincided with Shiite prayers taking place in the city, and the IRGC justified its presence by claiming it was “providing security for the Shiite community.”

Additionally, checkpoints were established near the Abolfazl Mosque and along routes used by citizens, resulting in slow traffic and congestion in some areas. The previous week, IRGC intelligence forces had raided two houses and arrested five members of the Tomandani tribe in Khash, Balouchistan.

This morning, Wednesday, April 2, 2025, local time, military and security forces raided a residential house on Kowsar Street in the Milan 3 neighbourhood in the Common Bazaar area of Zahedan. The regime deployed a significant number of security personnel to the scene. The house is currently under siege, and gunfire is ongoing.

The reasons for the raid and the identities of the house occupants remain unknown.

Today, Thursday, April 2025, a military helicopter was spotted flying at a low altitude over the sky of Taftan City, travelling from Khash towards Zahedan. Local sources observed the aircraft flying unusually low in the area surrounding Taftan.

There is a debate among Iranian exiles regarding the recent stance of the French cabinet, which has expressed support for the attacks on Iran by the United States and Israel. The EU and the UK have taken a position concerning the lack of agreement with Iran, advocating for the United Nations Security Council to impose sanctions against the country. Meanwhile, the British navy is preparing for potential confrontations related to the Iran drone war. Analysts predict that before September 2025, the United States will launch an attack on Iran, or Iran will capitulate to U.S. demands. There is a division within Iran’s elite factions and commanders of the IRGC (Islamic Revolutionary Guard Corps). Some favour surrender, while others who align with Khamenei oppose this action.

Water supplies have reached a crisis point in major cities. In Isfahan, protesters cut a pipeline that supplies water to Yazd. Yazd, an Iranian city known for its hot desert climate, is considered the driest major city in the country. The average annual precipitation is less than 60 millimetres (2.4 inches).
